twice \: \: the \: \: number \: \: (- \frac{7}{3} )\: \: is \\ \\ = 2 \times ( - \frac{7}{3} ) \\ \\ = - \frac{14}{3}

Let, x be added with -14/3.

Then,

x + ( - \frac{14}{3} ) = \frac{3}{7} \\ \\ or ,\: \: x= \frac{3}{7} + \frac{14}{3} \\ \\ or, \: \: x = \frac{9 + 98}{21} \\ \\ or, \: \: x = \frac{107}{21}

So, the required rational number is 107/21.
