Seeds are not the only affecting factors here. Especially not in India. Seeds connected may be a 100, but if each of them are uploading to your system at 0.1 kbps it does not matter. High number of leechers will be one of the reasons behind this. Moreover a few major Indian isps have a lot of popular cached torrents. And the proximity of the seeders also affects the speeds a bit.
