Partido Revolucionario Institucional, PRI is one of the oldest political party in Mexico.
It was in power for very long time and dominated the political scene.(71 years) They distributed free digital TV to its people in return for votes. Their campaign promised decline of military presence, fight against the drug war etc.

there are people in Mexico with a comunist view of politics who see criminals as normal people fighting against the “system” (the government) so in their minds criminals are people who didn’t have a choice when growing up so they are “working” on what they know best. So for this sector it didn’t go well the fight against criminals, therefore for this sector it wouldn’t matter if PAN administrations fight against criminals at all because they don’t care about that.
My version is simpler, PRI selected a good looking candidate and PAN did a bad choice by selecting a bad speacher with bad arguments since she tried to differenciate from PAN administrations by saying that she will do everything different about crime fight.
