The french faced a delimma in this case as they needed a educated labour force and at the same time they feared that is the vitenames where to be educated,they would begain to question thier colonial rule.To resolve this issue they made many reforms and made French the medium of instruction and started to fail most of those students who appeard for the final exams so that the colons living in Vitenam would not lose thier jobs to the educated vitenamese people.
