This is an ideal gas question. The ideal gas law is:

PV = nRT

As far as the question goes, we are only worried about the change in volume given an initial and final pressure and an initial volume. So, use the following proportion:

P(1)*V(1) = P(2)* V(2)

Where P(1) (760 torr or 1 atm) is the initial pressure, P(2) the final pressure (3 atm), V(1) is the initial volume (400 cm3 or 400 mL) and V(2) the final volume, the number we are after. So:

V(2) = P(1) * V(1) / P2 = 1 * 400 mL / 3 = 400 mL/3 = 133.33 mL
