'Authorized' is a flimsy way of describing who needed what for their best purposes, but the Crimean War photos are well known, as well as the U.S. Civil War. But if you're talking motion pictures, I'd guess it to be the Spanish American War and/or Phillipine Revolution to be the first, regardless of who authorized them.
