The Immigration and Nationality Act of 1965 abolished the quota system of immigration, that had been in effect since 1920s and which was based on nationality, favouring the North Europeans.  

The Act was proposed by Representative Emanuel Cellar and co-sponsored by Senator Philip Hart, hence also known as the Hart-Cellar Act. The Act eased racial and national discrimination and helped to bring about a healthy mix of immigrants to the United States.
