Soviet Union under Stalin was under tremendous pressure due to the German troops on its eastern borders. Stalin felt if the allies could invade France, Hitler would have to concentrate on defending France and the pressure from his army on the USSR would be lessened. There was also the fear that Japan could launch an attack on USSR, which Stalin wanted to avoid.

He had a huge army of his own and did not want to bring Siberian troops westward.
But he had to do this.
