  • There was nevertheless a challenge – the unforeseen scarcity of workers capable of working for wages. Employers used multiple methods to attract and retain workers. There were heavy taxes which could be paid only by working for wages in plantations & mines.
  • Inheritance law was changed to exclude farmers from the land: only one family member was entitled to inherit land, leading to force other farmers to enter labour markets. Many workers were also restricted to compounds & were not allowed to move freely.
