in this system some villagers were allowed to not to pay rents instead they have to work for the forest department.

1. In 1882, 2,80,000 sleepers were exported from java. Labourers were required to do the work of cutting trees, transporting wood and making sleepers
2. The Dutch imposed rent on land that were to be cultivated in the forest. They exempted some villagers from the rent for collectively giving free labour and their buffaloes for transportation
3. Later, the system was changed. Now, the villagers were given a minimum amount of wage but there rights to cultivate and to use forest products without permission were removed
this came to be known as blandongstien system
