Duma is the official name of the Russian parliament. The first Duma was called the State Duma which started under Tsar Nicholas of the Russian Empire in 1906.
It was extremely successful with positive results initially being shown in the first 3 months, however, in the more long term, the Duma failed to run the affairs of the empire properly resulting in the Russian Revolution of 1917, when the Duma was dissolved
