Answer: The girl's liked to tease Wanda. Wanda was physically poor and wore the same dress to school everyday. It was blue, however faded which meant that she washed it everyday however did not iron properly. She did not have many friends and Wanda, to make up for that lack in her life said that she owned 100 dresses.
Interesting that Maddie herself was poor and did not want Peggy finding out for fear that she too would be made fun of, so she chose to make others feel bad.
Why would someone want to make others feel bad so that they could feel good about themselves?
