The Tory government in Britain constitutes a Statutory Commission under Sir John Simon.lt was set up in repose to the nationalist movement in India to look into the functioning of the Constitutional system in India.The problem was that the commission did not have a single Indian member.They were all British.It arrived in India in 1928.
