The Constitution of Weimer Republic (1919-1933) gave exceptional powers to the President to be used in certain circumstances.
In any circumstances that could be threatening to the republic President could take all necessary steps for their restoration, intervening, if need be, with the aid of the armed forces.

And it is these emergency powers that ultimately led to the downfall of the Weimer Republic.
