The significant difference between Athens and Rome was that Athens was a democracy and Rome was an oligarchy with some democratic components.
Athens was a democratic city-state while Rome followed the Oligarchy form of government. Athens was supervised by a democratically elected assembly. In Athens, all the legal decision making power was in the hands of the assembly of citizens (any male, who born in the city-state of Athens, and not women).
Wealthy entrepreneurs or aristocrats exercised the power of administration in Rome. there was a lack of centralized government in Rome. five types of officers were elected there, who acted autonomously within the remit of their departments. There were two consuls who were the head of the Roman Republic.
