the condition was ver bad because the people of russia was talen in war and they face a bad defeat from germany and then the tsar Nicholas was advicef by generals to surrender but he refuse .
the conditions in city was vry bad as the men has gone in the war and women has to control the home and they suffered a lot in that.there was a shortage of goods and equipments.all the event made by tsarist  regime was highly unpopular.many small scale workshop were shut down.

Russia's own industries were few in number and the country was cut off from other suppliers goods by German. By winter of 1916 , riots at bread shops were common.
