The cruel law that prevailed in Ephesus was that if any merchant of Syracuse was found in Ephesus, he would be sentenced to death unless he paid a ransom of one thousand marks. Aegeon was an old merchant of Syracuse. He did not know anything of that cruel law. So, he was arrested and asked to pay the fine.
