The contradiction of National Assembly is that till 1948 , it granted all the property owning men the right to vote. Hence all the women and non-propertied men were excluded from the right to vote. But in 1848 , National Assembly granted suffrage to all males above 21 years. Hence all the women now were excluded from the right to vote.
