Rajiv Gandhi sent Indian Peace Keeping Force to control and monitor the LTTE in Sri Lanka. Perhaps thi IPKF did kill many Elam Tigers and committed atrocities on them. So LTTE leader Prabhakaran developed grudge on Rajiv Gandhi.
All Tamil tigers were expecting Indian government to pressurize Sri Lanka and support them in support of a separate state. As the reverse happened, they vowed to kill him.
