- Govinda III did succeed as emperor, but not before having to deal with some conflicts within his own family.
- According to the Navasari chronicle, his older brother Kambarasa (also known as Stambha), who desired the throne, engaged in battle after forming an alliance with twelve chiefs.
- When Govinda III overthrew Chalukya Vijayaditya II and established Bhima Salki as its king, the Eastern Chalukyas, who had previously adopted a hostile stance against the Rashtrakutas, once more had to endure his anger.
- He also overthrew the Kosala ruler of Kaushal, conquered sections of Andhra, and beat Pallava Dantivarman in Kanchi in 803.
- Without even engaging in combat, he even forced the King of Ceylon to submit.
- It is believed that as a sign of surrender, the King of Ceylon gave him two statues—one of himself and the other of his minister.
- According to the Nasari chronicle, Govinda III had now received tribute from all of the Tamil kingdoms, including the Cholas, Pandyas, and Kerala.
