Gandhiji started non-co-operation movement to resist against Rowlatt act. This act allowed govet to put any person in jail if he/she is found conspirating against govermment.
Freedom fighters were being put in jail. And after the tragdy of Jalianwala, gandhiji with his associates started no co-opration movement. He was opposingthe act.
