The foremost important objective of land reforms in India is to make provision for more rational use of scarce land resources. It can be done by changing the conditions of holdings, ceilings on land holdings. This helps cultivation process in a most economical manner without any wastage of land, labour and capital.

The land reforms in India comes under agricultural development which in turn makes its way to rural reconstruction. The Second Five-year plan promises that the main motto of land reforms is to create an environment which would rapidly help to make an efficient and highly productive cultivated land economy. This objective is also taken into consideration in the Fifth Year Plan also.
