it was enacted by the Congress of United states in 1789 by the president George Washington . purpose of this act was to establish a federal form of government in United States . federal.form was divided into - legislature, part of government who makes law , executive part of government which execute the law and judiciary which makes sure all laws and regulations are followed smoothly or not . if not then to apply punishment to accused person .
