The people consider this act as shame for their country.
It also curb the liberty of the people of India.

People resigned from government services, shops selling goods were picketed, students boycotted schools and colleges, and hartals and demonstrations were held.

Naruto08: No this is not the answer. The Rowlatt act was taken as an action by british government against such behaviour of Indians which you stated above.
