The period of rule of Louis XVI in France ( monarch) is the reign of terror. The king used up the money for his selfish needs and didn't work for the welfare of the people. Heavy taxation on the 3rd estate (comprising of peasants , workers and professionals) was imposed.
It was based on the French proverb:
"The nobles (2nd estate) fight , The clergy (1st estate) pray and the people pay".
A Massacre (where 5 were killed and 4 injured) also took place.
The Tennis Court Pledge followed by a war brought this to an end.
