a land from which no economy was generated is known as waste lands..
generally lands were used for agriculture,and constructions.
in olden days as constructions were low,agriculture is only way of generating income.
if a land is unfit for agriculture due to lack of fertility, it is considered as waste land and confiscated by kings or rulers.
this rule is waste land rule.
