Wavell's plan was announced in 1943, by Lord Wavell to break the constitutional deadlock between the Congress and Muslim league.
This plan was rejected by both the Muslim league and the congress.
Congress rejected this plan because it didn't get an independent India from the Britishers whereas Muslim league opposed it because it felt short of its demand for Pakistan.
