Sleepers are blocks of wood used for laying railway tracks. They keep the tracks in their position and prevent any accident.
Timber is less denser than water. So it floats. British used rivers for transportation of timber, not by boats, but by directly floating them till they reach their destination.

Sleepers were a piece of timber ,stone,or steel on or near the ground to support a superstructure ,or keep railroad rails in place.The forest further up the great Indian river from where timber was cut and thrown into the river made it to float.
