2. The ruling families were ruling only in name. Real power lay in the hands of the British Residents who oversaw the administration on behalf of the East India Company. The native rulers could not any major administrative steps in their kingdoms without the permission of the Resident. Many rulers felt humiliated at this arrangement.
3. Lord Dalhousie, the Governor General of India from 1848 to 1856, had implemented a new measure called the Doctrine of Lapse. Under this doctrine, native kingdoms could be annexed by the East India Company if the existing king did not have a legitimate male heir. This was against Indian traditions where kings were allowed to adopt heirs if they did not have their sons. Native rulers felt this was another pretext to annex more kingdoms into direct British rule.
