The British Govt. announced Morley-Minto Reforms to pacify the Moderates. But the reforms did not pay any heed to the demand of Indians for Swaraj. Muslims were granted seperate Electorate. This reform was a threat to the Hindu-Muslim unity in the National Movement. The moderates opposed it and te struggle for Swaraj become more intense.

The chief features of the Minto-Morley Reforms were:
1. An Indian Member was taken in the Viceroy ‘s Executive Council.Sir S.P. Sinha was the first Indian to be appointed to the Council.
2. The strength of the Central legislative Council was raised to 68.
3. The strength of Provincial Legislative councils were to consist of 30 to 50 members.
4. The system of Indirect Elections was introduced.
5. The system of separate electorate was also introduced. The nationalists condemned it because:-
1. It will divide the nationalists to check the growth of unity among the Indians .
2. To separate the Hindus and Muslims and to maintain the British supremacy in India.
