The circumstances that lead to the non cooperation movement by gandhiji were as follows:-
1) In hind swaraj book written by gandhi ji. He told that britsh rule has worked so long due to cooperation of indian
2) He believed that if indian refused to cooperate with the rule then british rule collapse within a year and swaraj would come
3) his second objective for non cooperation was for the support of khalifat
Thus we conclude that according to gandhiji swaraj would vome by non cooperation movement
