Under unavoidable and compelling circumstances
Assembly had to concede certain safeguards in favour of
minorities by trying to minimize, as far as possible, the acverse
effect of minority consciousness. Once Nehru commented,
So far as India is concerned, we have very clearly
stated that both as Government and otherwise that
we cannot think of any State which might be called
a communal or religious State. We can only think
of a secular, non-communal, democratic Sate, in
which every individual to whatever religion he may
belong has equal rights and opportunities.7
This was an assurance given to the minorities The vvhole
debate in the Constituent Assembly on Article 23 of the Drafi
Constitution which later assumed the shape of the p~esenf
Articles 29 and 30, revolved round this issue. What rights could
