Hey mate,..

 1. The Congress ignore the dalits and the depressed classes in order to please the high caste Hindus. Hence, the participation of the depressed classes was Limited.  

 2. The Congress was associated with the Hindu related Nationalist groups. So, the Muslim participation was less.  

 3. There was distrust between the communities alienated by the Congress. Large sections of Muslims did not respond to the civil disobedience movement.

limitations of the civil disobedience movement:

✨AT that time there was a thinking among dalits that the Congress is ignoring the elites and supporting the conservative Hindus . On the other side Muslims also realised that Congress is moving closer to the Hindus does both the communities didn't participate in the CDM .

✨BR Ambedkar had organised the dalits into "the depressed classes association " and demanded a separate electorate for the lets Gandhiji denied as he observed that it would slow the process of integration of the society . When Ambedkar became rigid Gandhiji went on fast unto death

✨Muslims blamed Congress that the party is getting closer with Hindu Mahasabha and after the decline of the Khilafat movement Muslims felt separated from Congress and does didn't participate in CDM .
