There was a difference of opinion regarding the medium of instruction in Vietnam. Some French policy makers were of the opinion that the Vietnamese should be taught French so that the Vietnamese would learn, appreciate and inculcate French customs, thinking and ideals. This would 'modernise' the locals. On the other hand many felt that the French education would empower the Vietnamese with modern ideas of freedom and liberty. It would also make them employment worthy and the jobs would then change hands from the French to the locals. So they advocated VVietnamese in lower classes and French only in the higher classes.
