The French Colonials wanted to improves the literacy rate in Vietnam so their operations in Vietnam would become easier. The problems they faced in their attempt of civilising the Vietnamese through education were the following; 

(i) The Vietnamese believed that the French wanted to impose the Western Culture. 

(ii) The Vietnamese were traditional people. 

(iii) The Vietnamese did not want to adopt the French traditions. 

(iv) The Vietnamese were nonconformists. 

(v) The Vietnamese were more interested in economic activities.

The French had wanted to take over Vietnam in order to rule them.
They had tried to educate them. But they had a policy only to pass a certain number of students.

Doing so was their attempt to avoid people from getting better paid jobs.

Almost two third of the population had been failed only one third had been passed.
