The steps taken by British government to satisfy the Indian Nationalists opposing the Simon Commission are as under;


(i) Birkenhead asked the Indians to make a constitution for themselves.


(ii) Birkenhead asked every section of in India to accept the constitution unanimously.


This led to the Nehru Report, 1928 presented by Motilal Nehru.
