Mandal Commission was set up on Jan 1 in year 1979 by then Prime Minister Late Sri Morarji Desai. The commission was headed by then Member of Parliament Bhindeswari Prasad Mandal from Bihar. Mandal commission was started and pushed forward by National Janata Party.
The Mandal commission was set up to identify in the country, various socially, economically and educationally backward castes and classes. The people belonging to these castes and classes were to be classified under OBC or Other Backward Classes.
OBC were recommended for 27% reservation in jobs in the government offices and public sector undertakings. The OBC recommended for relaxation of the upper limit for age for candidates belong to these classes. The idea is to give a social lift upwards to the other backward classes.
Also the commission recommended for a gross change in the way other castes and society looks at the people from OBCs. Commission felt that OBC were discriminated over ages. They were not given their share in the society. Commission recommended their upliftment in many other ways other than just reservations. Even in elections and seats for people's representatives OBC have reservations.
Suggestions of Mandal commission:
• The Mandal Commission suggested that 27 percent of central and state government jobs should be held in reserve for OBCs, and that the 27 percent amount should be realistic to other "compensatory discrimination" or "compensatory protection" benefits, comprising those provided by universities and affiliated colleges.
• Mandal Commission was established to recognize the collectively or educationally backward classes to reflect the question of seat reservations and allocations for people to recompense caste discrimination.
