No. of rats would have increased in Haoin so the govt. passed Rat Hunt movement.

In 1903 the no. of pleague sufferers increased and the whole city was struck by bubonic plague.

Effects of Rat Hunt:
*French started Rat Hunt movement,where a certain bounty was paid to one who killed rats(showed tail of Rat as a proof).
*Vietnamese realized that this was a way of making a profit by killing rats and by negotiating high amount of bounty by coming Vietnamese all together to do this dirty work.
*So in order to get profit,people(Vietnamese) used to clip the tails of rats by not killing them ,so that the process could be repeated.
