The two factors are:
1)World Economic Depression which led to fall in agricultural prices.Hence producers were greatly affected.As the demand for agricultural goods fell and export declined,farmers found it difficult to sell the harvest and pay the revenue.
2)The Simon Commission formed by the New Tory govt in Britain.
