- In 1871, the colonial government in India passed the Criminal Tribes Act. By this Act many communities of craftsmen, traders and pastoralists were classified as Criminal Tribes, their mobility was restricted.
- Since they were nomadic who moved from place to place they were considered as criminals by birth and nature and a close watch was kept on them.
- They had to live in a notified village area.
- Their mobility was restricted, they could not move without permission.
- Such an could not be justified on moral grounds s it effected the livelihood of the pastoralits.
