According to Major Rock edict 5, he appointed Dhamma Mahapatra who was responsible for propagating the policy of Dhamma (peace) of Asoka.
From Major Rock edict 2, we found out that he constructed various roads, sarais (rest houses), wells, ponds, and hospitals.
