Rome's legions were elite. The best of the best. The most organised killing machine. All knew what to do and how to do it. All were fit and trained excessively. But maybe people just didn't see the point in getting killed so surrendered? What's the point in hitting someone who would kill you before you tried?
Oh and they already controlled the Mediterranean sea just by owning Sicily, so trade would stop. It really was surrender or be killed..
