Explanation:

What are you doing?

1)The above sentence has been changed from past continuous tense into present continuous tense (information question).

The question what were you doing? is past continuous tense ( interrogative sentence starting with wh such as what). This type of question is called information question.

2)The past continuous sentence is written as: sub+ was or were( according to subject) + present verb form+ing(do+ing=doing)+ others

Example: He was playing football.

We can make the sentence easily interrogative just put the verb was or were before the subject. Thus the interrogative sentence will be written as simply:

Was he playing football?

If anybody asks question like the above manner, the answer will be simply yes or no. So this type of question is called yes ,no question

3)But when we ask a question like the following manner:

What were you doing?

This type of question is called information question as the question wants some information .

What were you doing?

The answer may be , I was playing or we were reading newspaper or anything else like this.

This type of information questionof past continuous will be written as:

Wh- like what, when, where, who , how etc will be written first ,then was or were will be written ,then verb +ing will be written, thus the question will be written as follows: what were you doing?

When were you playing? etc

In conclusion it can be said that:

If we change the past continuous into present continuous tense we shall only replace is am are(according to subject) in place of (was were) . Others all wordswill remain same . Thus (What were you doing?) Will be written as (What are you doing?)
