Using the identity

 {a}^{m}  \times  {a}^{n}  =  {a}^{m + n}

 {256}^{0.16 + 0.09}  \\  =  {256}^{0.25}  =  {256}^{ \frac{25}{100} }  \\  ({4}^{4} ) ^{ \frac{1}{4} }

Using the identity

 ({a}^{m} ) ^{n}  =  {a}^{m \times n}

that is

 {4}^{4 \times  \frac{1}{4} }  \\  {4}^{1}  \\ 4

therefore the answer is Option A) 4
