Ask him to apply for separate meters for each flat or each floor atleast. Electricity sub-meter can also be installed for separate rooms and deducted accordingly. These all things should be kept in mind before renting. If not, its the tenant's fault, not landlord's.
In your case since separate meters are already installed, check for reading and bill of individual meter. And dont pay anything over that bill.
