We know,
Volume of ice block (cuboid) = l * b * h
                                                = 11 * 8 * 2
                                                = 176 inches
r -> radius , h -> height/length

we know,
Volume of rod (cylinder) =  π * r^2 * h
                                          = 22/7 * 4^2 * h
                                          = 352 * h /7

Volume of rod = Volume of ice block
=> 352 * h /7 = 176
=>  h = 176 * 7 / 352
=>  h = 3.5 inches
