You can calculate it, it is 4minutes/ degree when coming to East, it is + means you have to add and when going towards West, it is minus.

Thus at 12:00 Noon, 60W will be 4 hours less, means it will be 08:00AM and at 60E, it will be 1600 hrs or 04:00PM
