What will be the minimum number of MLAs required to form the government?

In State

To form the government in the any STATE or in NCR the political party should get 50% of the M.L.A seats.

If I want to say in precise manner then 50 % seats + 1 seat in case of even number of constituencies, if odd number of constituencies rounding off seats to the next number higher number.

Legislative council (Vidhan Parishad ) seats (MLC) is not required for forming the government.

To pass any bill 2/3 of majority is needed in both the houses in the state.

Out of 29 States in India - Andher pradesh, Bihar, Jammu & Kashmir, Karnataka, Maharashtra, Telagana and UTTAR PRADESH are the only 7 states to have Vidhan Parishad.

In Central

To form the government in central the political party should get 50% of the M.P seats + 1 seat. Rajyasabha M.P seats are not required for forming the central government.

To pass bill 2/3 majority is needed in both the houses I.e Loksabha and Rajyasabha in centre.

The maximum strength of Loksabha is 552 seats out 530 members represnt state and remaining 20 represent union territories. 2 anglo indians are nominated by the president.
