Potassium Chloride is a resultant of the reaction between strong base KOH ( Potassium Hydroxide) and strong acid HCl ( Hydrochloric acid). Any salt obtained from strong base and strong acid is a neutral salt. so KCl is a neutral salt.

KOH + HCl -----------> KCl + H₂O
