As square root is always defined to be positive,

x - sqrt(169) = 0

gives you x = sqrt(169) = 13

Whereas in y^2 - 169 = 0

Gives us (y - 13)(y + 13) = 0

=> y = 13 or y = -13

If x = 13 and y = 13,

Then x = y

If x = 13 and y = -13,

Then x > y

Thus combining these two equations, x may be equal to or greater than y.

Hence, the answer probably should be option 2.
